Pay for somting and not geting it

So if you pay for a coke and its not coke int he content you will refund it and get a coke?

Telkom wants me to pay for a smart plan 100 and only get a smart plan 50?

for 6 months paying for a smart plan 100 and not getting it so every month I go over and need to pay out of bundle rats on top of the fact that I am paying for more than I get?

complaining for 3 weeks and no response hey say the case is closed but the problem is not fixed,
