No faster than 1MB line after 3 months of waiting

I live in Craighall Park in Johannesburg. I applied for a Telkom DSL line about 3 months ago. At the time of application I was informed it will take a month before they can help me. I accepted this. After a month I followed up and they said they can only help me at the end of November (2 months later than originally agreed). Seeing that we live in ZA and always need to be happy with second best, I simply accepted this and waited, as I have no other option but Telkom if I want an uncapped line. 2 months past and Telkom phoned me to organize a date for installation. Today was the day. Technician came through, did the installation, and left. I followed up when my maid said he had left (because i was neither phoned to confirm a time or informed that he installation was completed), and the technician told me all is done, but unfortunately i can only get a 1MB line. I phoned Telkom to inquire, and they confirmed that the exchange can't handle anything faster that 1MB, and sorry for not telling you 3 months ago.

2013, in one of the oldest suburbs of the most economically active city in Africa, and all I get is a 1MB line, and the only answer i get is "sorry".
