Data sim not RICA, d and inactive

Two weeks I upgraded on my contract and received excellent service and my laptop, modem, SIM and phone were delivered in less than 24 hours. But that is where it ended. Despite numerous calls contacting both Cell C and Autopage I have not had the joy of having my SIM RICA'd and the use of my data. Both are passing the buck with Cell C saying it is Autopage, and autopage saying it is Cell C. Cell C customer service say it is Upgrades and nobody will do anything about it. Calls and emails are ignored.
Can somebody now just make sure I get the use of the sim provided with the Modem provided with the laptom for which I am paying
