VODACOM slower than NEOTEL @ DOWNLOAD SPEEDS

WHAT ARE YOUR EXPERIENCES?
Max speed 0 -50 kb with 21 MHz modem
Complained to no avail. Asked OUR data guys to look at it, Failed.
Took Vodacom Neotel Modems & laptop into the store. I demo -they test, log complaint, blame coverage, networks - besides the kit & send me off saying, "We will call you."
3 days - NO HEAR - go to store, tests again - but no exchange as Vodacom techie suggest.
3 days later, back to store, they swap SIM but NOT MODEM.
Techie calls again, "... go to store & swap modem. Tell them to call me if they have a problem."
To store again - "It is NOT THE STORE POLICY TO SWAP OUT." I ask them to call Vodacom but insist: "Go to VODACARE."
I travel 60km to one, they test & do, then say the issue is sorted out. - We tell our data guys to ensure they get the speeds we expect, and use the night owl but leave me 0.5GB for emails, etc.
They tested after midnight - unit @ 1/2 rated speed only and Data Bal= 0.5 GB remaining as requested.
Monday morn, I log on to Account but Bal = 0.
I call Vodacom -we owe them R774.40 as 'Dashboard' - not reliable!!!
R774.40 - on a R79pm contract AND I HAVE NOT STARTED USING THE MODEM YET!!!
