Different Branches Charging and others not

What a confusion... I have been happy with cell c until now. After having 4 contracts with them, they are now giving me so much hassle. My contract was about to expire so I went to Cell C V&A Cape Town and I advised them that I need to change that contract number to a new one so that my friend that I bought the previous phone for, would keep her number on prepaid. I then said okay I would like to upgrade but they only had a black S4. I then said they should leave it because I wanted a white one. I then came back to Port Elizabeth and went to a branch to get a white S4, they then charged me R250 for a number change which I think is crazy because I never got told that in Cape Town. I paid it but I don't think its fair that one branch in Cape Town does'nt say anything of charging but Port Elizabeth does! I've never been charged this ridiculous amount for anything at cell c, i'm very dissappointed... To top it all off, I nearly wait 2 hours to get my white S4. The service has definitely dropped since I've joined cell c from vodacom.
