Persistent Slow Internet Speeds

My Internet has been reported numerous times per month since January 2013 but Slow speeds persist.
All is good for a day or two then back to a slow speed again. I eventually upgraded to a "up to 10 MB Line and ISP Account" Still same as 4 mb line speeds.

Download Speed: 2085 kbps (260.6 KB/sec transfer rate)
Upload Speed: 466 kbps (58.3 KB/sec transfer rate)
Latency: 245 ms

Upload Speed: 471 kbps (58.9 KB/sec transfer rate)
Latency: 215 ms

Rebooted all PC's and Router

Download Speed: 2702 kbps (337.8 KB/sec transfer rate)
Upload Speed: 499 kbps (62.4 KB/sec transfer rate)
Latency: 216 ms

Upload Speed: 507 kbps (63.4 KB/sec transfer rate)

Im SO TIRED OF THIS. FIX THE DAM LINE - AFTER ALL YOU TAKE MY FRIKKEN MONEY EVERY MONTH!!!

The Next Step is a FORMAL COMPLAINT with ICASA. I HAVE HAD IT!
