Cell C never returned my cell phone

I won a broken cell phone from Radio Highveld 94.7 sponsored by cell c and booked it in at cell c eastgate for repairs more than a year ago. They phone me and asked me where did I got the phone from. I explained to them and agreed that I will pay for the repairs. It is now more than a year later and I still haven't received my phone. Can Cell C give my phone back!!!
