Bank deductions without service - Cancel Account

I regsitered for this thing last month and was told I would get an sms with client code and pin but I did not.
on the 31st of September my bank was debited R99 R99 249 150. A Total of R597 paid for services not rendered. I called again on the 9th September and was told my code will be sms'd within 48Hrs but still nothing. Please cancel my account and refund my money, this is a rip off.
