Cancellation fees for a phone that I dont have

My husband received a call to purchase a cellphone on contract. The lady said that there is a 7 day cooling off period to return the phone if it has any problems. The phone was not charging in this time so I phoned them and they collected the phone. this was within the 7 days. I called again, they said that the phone is in repairs and will be sent back to us when it is done. I said I dont want a repaired phone so they can cancel the contract and they agreed. I called back the next day, a different consultant answered and checked the system and said the contract is cancelled. At the end of the month, the account was debited. I reversed the amount and now again this month the account has a double debit. I contacted Thapelo Raberoko (Team leader) to investigate as they are sayin I did not cancel. I asked him to check call recordings, they cannot find any of my calls (conisidently). Now they are saying my husband owes a cancellation fee of R1800-00. It must be a joke. We dont have a phone, we refuse to accept a broken and repaired phone. I am shocked. They are only replying to me today about the call recordings because I made contact with them. This is bad service.
