No Loan Phone?

My Blackberry has been giving me trouble so I went into Telkom Direct, The Bridge, Greenacres, Port Elizabeth today, 29 August 2013. I explained to the consultant (Achmat) what the problems were - he was unfriendly & abrupt! He then took the phone to ascertain what the problem could be. When he returned, I was told it is a software problem and was advised to book the phone in to be repaired. I was told it could take anything from 7 to 21 working days! I told him I cannot be without a phone for that length of time... he told me in no uncertain terms that they do not give loan phones - how can that be when it clearly states in the Government Gazette, 7 December 2007, Page 10, 3.12 (b) "Licensees must put in place alternative measures, for the duration when the defective product (s) is taken in for repairs." Surely they cannot get away with breaking the law? Or are they not regulated by ICASA?
