Vodacom data bill - Dec 2012 (Ref S3-SE32F-F4V0A)

I have a Data Promotion - Contract MyGig2 of R149 per month with a R100 limit block on the account (Thus the max bill should not be more than R249 per month). My December 2012 bill was R 1, 183.96. (Nov data). I officially queried this amount and reason why the limit set was not enforced but the only response that I got from Vodacom was the following SMS with no more detail "Dear Customer: If for any reason whatsoever your limit is not enforced, you will remain liable to pay the charges in excess of the limit set or not. Vodacom Customer Care Brain Masakona Pale"

I have replied for more detail and reason why the limit of R100 was not enforced but with no luck.
