Exchange congestion for almost a year

I live in Meyerspark in pretoria, and have had telkom's DSL service supplied to me throught Afrihost since March. I play my fair share of online games so I need a line that has low and stable latency. That being said, what I am actually getting is a line that's barely functional in the evenings. Local latencies of 500 and upwards - let's not measure international. I have raised this issue numerous with Afrihost who tell me I have to wait for Telkom to upgrade their exchange. I am actually busy deciding whether I should disconnect the entire thing. It is costing me a lot (4mb line SA prices). Please upgrade my exchange? pretty please? I am not happy paying for a DSL service that doesn't work at night.

I wrote a report about this a couple of months back and then Telkom responded asking me to give details but they didnt tell me how to even contact them, is that just a PR stunt to make it look like Telkom actually responds, a copy and paste? Thoughts?
