Usage limit reached on new BIS plan

I started receiving sms' from Cell C telling me that my usage limit was about to be exceeded. I called Cell C and they advised that I shouldn't worry. I then received another message saying that my usage limit has been exceeded. I called Cell C on Saturday morning (24th August) and was advised that I have reached my usage limit of R600. My usual contract amounts to R170. I queried the reason for this and the consultant could not tell me why I exceeded the limit. He advised that a manager would call me but no-one called. I contacted the call centre again and the consultant advised that my downloads have taken me over the usage limit. I checked my downloads. I checked my cellphone data usage and I have not used more than 400mb of data in this period. The agent confirmed that Cell C's out of bundle data rate is R0.15 per MB which would amount to R60. This would take my total bill to R230 which is way off the R600 that I'm being charged for.

Please check my bill and advise exactly how the R600 is being charged and advise me asap.
