Vodacom service is getting worse and worse

When I upgraded my contract at the beginning of the year, I specifically requested that there will be no extra payment for the new phone. I was given a Blackberry and advised that additional amounts will be charged for BIS on a monthly basis. I agreed to this additional charge. A few months later the phone was, I went to the nearest Vodacom store and asked to cancel the BIS, which I was told has been done and no more charges will be deducted. On the next debit order the amount remained unchanged. I called customer care, who said that the BIS is not active on the phone but there is a monthly fee for the handset! I explained that the upgrade I took did not have any handset fees; I specifically told the Vodacom shop agent that I do not want to pay anything extra for the handset and was assured that the only extra will be for the BIS. The customer care agent said she cannot help, but will get someone to call me who can assist. I still have not received one call from Vodacom regarding this problem. What is the point of the customer care centre if they cannot assist a customer? To this day I am still paying for something that I did not agree to pay for. Total lack of service.
