Impossible to get account sorted out and correct

I down graded my iburst package in March/April. I received the lesser mb but was charged at the old rate. I had to fight to get the credit passed. Was not told about a downgrade charge and when I pointed this out was told I would be credited. All the credits were eventually done and then the downgrade was recharged again.
I am now waiting since May to get this sorted out and in the mean time no payment is been taken so I am sitting owing them money (after I deduct the credit due to me) I was told this amount would be taken on 15/08/13 but it did not happen when I questioned why I was told they are waiting for the credit to be done.
I cannot believe that it takes months and months to pass a credit!! The accounts department at this company is in a complete mess and they do not seem to know what they are doing. Maybe i burst needs to find out what is going on as Vox Telecom is their agent and this reflects very badly on them!
