Contract never updated. No one responsible?

I upgraded data contract late May 2013. The upgrade did not reflect in the next invoice a week later. I was billed and charged for the more expensive old package. Expected refund the following month.
A month later I was again grossly overcharged based on the old contract.
I placed a stop order on payments and embarked onto an epic crusade through the so called Vodacom customer service:
August 1 Vodacom Customer Service centre Century City. Result: "No sorry we can't help you. You have to take that up with the shop who sold you the contract! "
N1 City, still August 1: Yes we can see what happened. It's not out fault but someone in Johannesburg
Will be sorted by Monday or latest Tuesday, we will get back to you!
Third attempt: Tuesday August 6: Phoned corporate customers help desk. Someone promises a response before the weekend.
At the same time I e-mailed to Vodacom via the website. After replying to security questions I am told to mail it to corporate customers.
Today no one at corporate help line has heard of anything. They want me to go back to N1 City because it's their fault.
I asked for e-mail confirmation of receipt of my complaint.
Was promised a return call.
Guess what?
