Cancellation of month to month agreement

I requested to cancel my contract on the 3 July 2013 told me will take 20 working days it is now the 8 August 2013 the contract is still not cancelled. Everytime I call tell me another 72 hours. Now they tell me case is closed. They are still charging me for something I do not require.
