Cant get my line back to what it was

Ive logged how many fault repairs with telkom these last month. I had a 4meg line but a telkom technician messed up my line and now they cant get it back to a 4 meg line. I get anything from 500kbps up to 1800kbps. At one stage i had a ping of 350ms. I spoke to so many people i don't even know what to do anymore. The one lady i spoke to said that she would come back to me because i said that i would not pay my account for a 4meg line if im not getting a 4 meg line. But nobody bothers to come back to me. When i phoned in now they wanted to switch my line over to 2meg. WHY??? i had a 4meg and i want it back. And also they transferred me to sort out my account but they couldn't say to me if i need to pay anything or if the accounts been sorted out or anything. I even tried changing isp, modem. Anything you can think of but still no luck. And then the technicians say that they don't know anymore. To think that 1 technician that swapped my line with someone else s messed my line up so bad that numerous technicians cant even get it back to how it was. The guy i spoke to at the telkom dsl side said to me that he thinks the fault must be at the exchange. Can telkom please sort out my line??
