No service but you still need to pay

I've had 4meg line for about - 6 years now. One saturday a technician decided to swap my line with a prepaid 1. I was busy on the line when it died. I got in my car because every weekend there's telkom technicians working on the telkom box 2 blocks from me. I got there just as the technician was getting in his car. When i asked him if they were working on the line he said no he only sorted out a line. When i explained to him that my line was not my line anymore and i even had someone else s number he said to me that he would phone the exchange. The exchange apparently said to him that my line was faulty but it couldnt be because i was using my line and i had someone elses line now. I saw that the number that my line was now was written in his book so he was busy with that line. He said to me he would sort it out and to go home and that he would phone me there. After about 10 minutes he phoned me and i had my line back but it was faulty. I had a 1meg line. I logged faults on the 27/6/2013, 29/6/2013, 30/6/2013, 4/7/2013, 5/7/2013, 8/7/2013, 10/7/2013 and the 11/7/2013 and still they cant sort out my line .yesterday i tested the line i had a download of 287kbps upload 419 and 350ms
