ADSL line down again

My ADSL line is down again. Last month it was down for 10 days (https:///telkom/complaints/a-month-without-internet-1109515), resulting in a loss of R15 000 for me. I'm still waiting for Telkom to contact me regarding that. Multiple mails to the escalations department were sent, and only the first few were responded to, the rest was ignored.
Last night at about 8:30 my line went down AGAIN. Reason given "Contractors cut the line". The only contractors in my area are builders, and they do not work at those hours. So this is either a or Telkoms own contractors.
I've phoned Telkom on 10210, the second time I was cut of when asked to speak to a manager.
The manager finally phoned me back with NO information on how long the line will be down, No interim solution an NO clue on how to escalate my issue. Her only feedback was that she can ask the technicians to phone me. Why? Can a technician refund my R15000? Can he supply me with a free of charge 8ta dongle while my line is being fixed?
I need someone with AUTHORITY to phone me, WITH SOLUTIONS. Not some half-witted person in a call centre that does not even know the escalation process or the meaning of AUTHORITY.
