Cancellation of Contract

My father passed away 19 April, and we've been trying to cancel his contract. But this morning I got a call from the legal department telling me that we must pay R6337.84 before the contracts can be cancelled. Why must we pay to cancel a deceased person's cellphone contract, if it's not being used?? And last week nobody was able to help me! I faxed his death certificate TWICE, with a letter stating that we need to cancel. I'm not interested in going prepaid from the Top Up 135 contract. We want to cancel everything, but they're making it impossible for us! We want to cancel the numbers, not go over to prepaid and keep the current numbers.
