Vodacom does not cater for it's Top Up customers

I am currently on Top Up 135 and am due for an upgrade. I emailed the Vodacom Customer Service help desk and gave them 2 queries to which I had the following responses:

1) If I take the Blackberry Z10 on Smart S do I retain my existing top up balance of R800?
- Answer: Should you upgrade your contract and change to any other contract package, other than a top up tariff you will forfeit your available airtime on the 1st of the following month.

2) Can I get a Blackberry Z10 on Top Up 135?
- Answer: Only available on Top Up 315 at R509 per month.

After hearing the 1st answer I immediately gave up on changing to a different contract.

With regard to the second answer, I find it strange that Vodacom doesn't accommmodate any of the other Top Up packages like the 135 for this phone. Altech Autopage Cellular offers the Z10 on Top Up 135 at R384 per month.

Why does Vodacom not have offers like Altech?
