8ta continue to bill while they blocked my phone

Good day, I took a contract with 8ta in june-july last year. The samsung s2 that I took was and I went to 8ta to have the number blocked.
I took another contract and in december 8ta blocked the phone and the number.
The numbers have not been in use since december and the phone has been blocked since.
Now I get a statement saying I owe 8ta an amount of R15 000 please explain how, because the amount I would e
