No data coverage

I have a cell c 100g Gig data card. the speed is almost zero. did speed test and got 0.09mbps download speed.
i have phoned cell c branches and visited their stores for help. no help so far. reference numbers given with promises of support but no responce. ref no 3052902958 and 3060403772.
i have typed this while holding for a cell c consultant. still waiting.
