Special but no stock?

My phone is up for upgrade. We now get an amount of money per month from the company to fund a cell phone so I thought I would get something nice.

I see CellC had a R399 special for the Galaxy S4 which would be perfect for both personal and business use.
This coming Saturday will be 3 weeks since I placed the order. I just keep being told no stock, maybe Wednesday, sorry no stock, maybe Friday, sorry no stock maybe Wednesday.

How can you launch a special and not have the stock to back it up??
I doubt this would happen in other parts of the world.
Imagine launching the new iPhone in New York, queues around the block. 'Sorry we only have 3 phones in stock"
Just in SA customers are treated like options and not necessities.

I have had 2 billings go through against my current phone since I ordered giving me yet more hundreds of minutes that I will forfeit when I go to the R399 deal.
Last check I had 400 min talk time and 400 SMS's which will all disappear.

- Where is my S4 and am I likely to get it before the sun burns out?? ( i have tried mall outlets too)
- Why cant I transfer all this airtime I am building up in the meantime?
