Billed twice for service

I have changed my cellphone contract and migrated to a cheaper package. I was told that the BIS was not included for free as previously and I accepted it as I would be willing to pay that R59.00 on the contract. Now when i look at my statement I see that I am being billed twice for BIS services and until now i have not been told why that is the case.
