Unable to downloand my eamil and load web pages

This is an issue that has I have been experiencing off and on since last year. It is becoming progressively worse. I use the Firefox and Opera web browsers in Windows XP and Ubuntu Linux 10.04 and 12.04. I am experiencing the same issue browser issue in both browsers as well as IE8 in Windows. I also tried Chrome
with the same results. When I try and down load my emails Outlook shows 'Send and Receive' and then freezes at 50% or 60%. Web pages refuse to load - the load icon just continuously goes round and around. When pages do load they continuously time out. I connect almost immediately to the Vodacom 3G mast. In Windows the Vodacom dashboard shows zero traffic going up and coming down. In Linux the Firestarter firewall application shows the same thing. Last year I raised the time out with [URL Removed] They gave some suggestions which did not help. I reported this on 28 March to MWeb a gentleman phoned and advised that they would also speak to Vodacom to check the signal in my area. Below is a list of the emails I have sent to MWeb:
