No limit loaded on my contract

I have again been billed ridiculously for the second month in a row, this after I was promised that the bill would never be more than R450.00, on Tuesday I get a bill saying -R1, 4k, how is this possible and again, as previously advised, this phone I am not using due to the data charges on it, which Sandros assured me that he has put a limit on my account, only to get this shocker.

Please sort this out as I am not willing to pay such a huge amount of money when i have placed a usage limit on my account.

Disappointed with CELL C honestly.
