No Client Service from Cellucity

I have returned a faulty iPhone 4S within 7 days of receiving it. It is now 3 months later and still no phone. I have received NO client service from Cellucity V&A Waterfront. They have not contacted me once since the phone has been in their position. I have called numerous times to find out what is causing the delay but only received promises.
