Upgrade not completed

I phoned to activate my mom's new simcard yesterday 14/05/13. I were told that the activation will be withing 6 hours. Today 15/05/13 at 13h50 the sim is still not activated. I again phoned the call centre where I today been told there is no request on the system for a sim swap and that the upgrade department need to do the activation. I were not told that yesterday.

So why was there told to me once again.

The ref number I got now is 292515951

Is this bad service a sign to cancel all my contract I have with Vodacom?
