ID updating not done, despite numerous promises

December 2012, I finally accepted a data bundle contract from Cell C. This was after they had failed to update my details after giving it to them numerous times. Of course the system was to blame, then it was the courier company, the litany of excuses is endless. Surprisingly, the debit account details are up to date. Legally, I could instruct my bank to reverse the payments as the id no Cell C has is duplicate and hence no longer my id number. Hint: 2nd party is illegal Zimbabwean immigrant who will never come forward, case with in 2008 JHB Central Pol station. My new data is for 189 p/m (15 gig midnight 5 gig peak), for Apr my bill is an extra 134 in spite of using 6382.70/15360 & 3347.75/5120 for April 2013. This is despite using 41.5% and 65% respectively. Still waiting for call back for case ref no. 3050903359. Doesn't inspire confidence when my upgrade messages has to be changed in less than 24 hrs from R99 p/m to R199 p/m. What would have happened if I called to take up the R99 p/m offer? Let me guess? thousand apologies, blame systems again...
