Bought phone, wont exchange or repai

I bought a cellphone form westgate truworths and the phone would not work I took the phone back after 5 days of paying the phone, the guy that was helping me could not even speck English so I asked to talk to the manager and when I explained the problem to him he told me it was not his probem and he did not have to exchange the phone or send it in for repairs. I am not going to pay my account till this problem is sorted out I do not know why they have people trying to do there jobs if they did not have the education to do their job right.
