How long will it take

I have been using Pampers for my son for the last 22 months and this is the second time I had a pack of nappies that has fatly nappies. Some of the nappies didn't have any Velcro and the sides were half stitched or not attacked at all and this time the elastic is the problem.
My first complaint was directly to Pampers. They offered to send me Vouchers to replace the faulty nappies. My first email to them was on the 13th September 2012, second email 24th October 2012, third email 6th February 2013. They have phoned me back and said that they will look into it. I still have not had any reply from them and now I have had my second faulty pack. Nappies are expensive and I can't see why we have to pay for poor workmanship or bad quality material. And when will I get the vouchers? I'm not planning on keeping my son in Nappies till he is 5.
