No refunds policy: true or false?

I bought a Hello Kitty handbag R100.00 for my daughter on the 28th January and found A Dora handbag R30 at jet next to woolies. I went to woolies for a refund and was told by the branch manager (no name tag but he is the only male manager) that refunds aren't accepted anymore. I had original till slip and was returning the item after 20minuTes and still didn't get a refund. I ended up finding an item for the same amount t since I didn't feel like giving away money to woolies. The till slip states the opposite and the manager says it's because they are the old slips, oh yeah and there are no vouchers.
