Pensioners kept waiting

On February 1 2014 at 08:30 a long queue of pensioners were waiting for tills to open so that they could collect their pensions, I being one of them.
We were informed by the "Manager" that the tills would only open at 09:00.
When I queried this I was told that this is the "normal" time for payout..
In the past they had three or four tills which opened at 08:30 and the pensioners all mentioned this to him.
We also inquired that if this was the case that pensions were paid out at 09:00 why were there no notices to inform us of the change.
The "Manager" then turned his back on us and walked away muttering something.
I have reason to believe that on a recent survey done on all Pick 'n Pay stores that this was the worse store for shopping.
The staff talk at the top of their voices, stand around chatting with one another and give the impression that they not interested in customers.
