Incompetence at it's finest

I opened up a liquor store a year ago, and from the start my experience with them has been awful. to such an extent that i tried buying elsewhere, but was forced back to them as i need the prices. it has happened several times that i place an order and i don't receive my stock, even though i place my orders well in advance and payment is never a problem. this week 23 December 2013 it happened again. when i contacted the manager of the depot, known to me as Joel, and in my opinion, most incompetent of the lot, yet he is at the top of command there. he told me that i did not get stock due to payment issues, went through my invoices and to my not so surprise, all paid up!! i told him that i needed an explanation and he just ended the call on top of being quite rude. and to top off my point, even the reps that go around and captures orders complain about his rudeness and incompetence. so i wanted to come here, a long time ago and i forgave them for messing things up, but this was the last time. came here for some answers and hoping you guys can help me or at least point me in the proper direction. thank you in advance
