Unfair bank charges

We are a business renting in a building, we have to use Thukela Metering who seem to be the Utilities company appointed and on sell the water and electricity bill s to the tenants.
recently a notification was sent to us the tenants (the customers) informing us they will be charging cash deposit fees to the customers account.
Since when does the supplier notify a Customer about the preferred manor in which they seek monthly payments,
its discriminating and poor business ethics. What if some companies don't have internet facilities and cant do EFT payments as requested? This cannot be legal, why should the customer be penalized for cash deposits. We've submitted a complaint but only a coward managed company would not respond as they seem to be making up their own rules as they go..
