Exchange policy

I have purchases a Toshiba i7 intel laptop on the 1st of September 2013.
The day of the purchase the laptop worked perfectly.
2 days later I notice that the built in mouse on the laptop is not working.
Therefore I took the laptop back to the gateway store requesting to exchange the laptop on the 6th September 2013.
The sale person advised that there was a lot of problems with the Toshiba i7 intel laptop and suggested that we request for a refund as the item was purchases within 7 days.
The sale person then advised that they don't have the money to gave me now and once they get the money they will call!!!
I have not heard of the ridiculous policy ever!
Why should I wait to get my money???
Hi Fi Corporation should gave me another laptop and when I have the money then I will call them!!!
