OTA didn't send my new pin for my new cell numbe

I contacted Edcon on 31 July 2011 to ask them to change the mobile airtime service to my new cell number, my old cell phone got damaged and also had signal issues. I received no feedback.
On 19 July 2013 I have sent an email again. Mohamed Jamaludien replied, and gave me contact numbers for OTA.
I have contacted them, and the lady said they will send me a new pin number for my new cell number.

I never received a new pin number. I tried to phone OTA again, but IF they answer the call, there is a huge noise in their background, they can't hear me.
