Failure to remove incorrect cellphone numbe

I have been receiving sms's from African Bank meant for a MR L Bowles. I contacted them numerous times and requested them to remove my personal cell phone number from their system. At work I am not allowed to receive cell phone calls. At one stage I even received an email to my personal email address too. When in March 2013 I complained yet again, I was given a fax number to fax a formal complaint. No response received up to today. In April when I phoned again the lady mentioned that it might be that the cell phone number belonged to this individual in the past. I assured her that it is not possible, because I have been using this number for the past 6 years and how does it explain that I even received an email on a personal email address too. She assured me that my cell phone number was removed from their system, but today I received 2 sms's again with regards to the same matter I can mention that I did apply for a credit card and loan in 2011, at first they said I was approved and after 2 days they said I was declined. I accepted it, but now I am afraid that someone might have used my details and gave a credit card and or loan to this Mr Bowles.
