What bad service

On the 11th July I purchased two sim cards from Hi Fi the Glen from Thembe Khuz, the one where you pay R 19 and get R 49. I selected the option where you pay for the full 24 months. Thembe said that after I put in the sims into a cell I will get activation sms's within 3 hours. I tried calling the branch many times with no success on friday. I then called Hi Fi technical at about 9:30 and spoke to Levi Letsoalo who directed the complaint to the branch, I gave Levi all the information which included all the important details from the till slip including the transaction number. A Mr S Naido from Lenasia called me back and told me the service was only processed on friday 10 am and it will take 24 hours to activate. On saturday 13th at 2 pm I tried calling the branch again many times with no success. I then called Hi Fi technical again and spoke to Levi Letsoalo who directed the complaint to the branch. The service manager called me from the branch and again wants me to speak to the vodacom sales person, basically he wants to pass the buck instead of solving the problem. I then tried getting hold of Hi Fi technical and eventually spoke to Levi again requesting the GM to call me back.
