Incorrect billing and Failure to reverse and refun

In January 2012, I activated the MTN Subscription with Edgars for 36R a month. From then, until January this year 2013, I realized I was being billed on my account, and yet never received the airtime. I went to Edgars Lephalale, and they promised to assist, and told me that they had logged the querry and I would receive a call within 48hrs from the aitime department cornfirming the cancellation. The call never came, and because of my busy schedule, I did not follow up. In February 2013, I realised that I was still being billed for the airtime, yet they had said they cancelled it. I called the call centre 0860332244, and I was to told it was cancelled and I would be refunded in March. In March 2013, I got a refund of 76R which was not enough to cover the period that I had been subscribing. I called them again and I was told the query would be looked into, and the system showed that the subscription was cancelled. To my suprise, it appeared again on my April and May statement. Called again, told a query was lodged, and now this month IT IS THERE ON MY STATEMENT again. What is so difficult with cancelling it and refunding my money. It may be 36R per month but it is now 17 months.
