Cancelled subscription - still got billed

I cancelled my DSTV package with Multichoice on the 14th January 2013 and downgraded it to the most basic package of around R30 p/m. I was not charged in January and thought the downgrade was successful.

In February they double charged me for January and February's full package amounts and again in March. So I have paid for 3 months of a service I did not request and am now having issues getting the money back from them.
I called them on the 27 March to find out why this has happened and that I was not very impressed. I was then told that the amount of R1710 would be refunded back to me into my account.(which is the difference between the packages.

They said from the 27th March it would take 7 working days.
I phoned them again on the 9 April only to find out that the amount that was submitted was rejected. So instead of notifying me they waited until I called them to find out again what was happening which I think is wrong. Then they said to me it will be submitted again and will take seven working days from the 9th April for the money to be paid into my account and they apologized for the inconvenience. Phoned again 11 April and same response. I have call ref's and names.
