No Service No Responce

Good Day

I have moved into a property of Just Letting end of October, The Friday I phoned JL and advised my letting Agent that there were NO water in the house the toilet pipe is damaged and there is no tap on it to close it. Her responce "we can only get someone there Monday" I have to sit without water for three days, on agreement I replaced the pipe and deducted it from my rent as per agreement, I received a sms this week to say that I have short paid my rent and that my credit record will be affected.
They broke into my car twice in a months time, I contacted my letting agent asking her if they could please sort out the garage doors that is broken and please could they fix the leaks in the roof, her responce "the owner doesn't have the funds to do the repairs"

I feel very unhappy I have send a list of faults of the house, a week later I am still waiting for their handyman to contact me.

I heldback half my rent and I was adviced under no circumstances am I allowed to holdback my rent, but I am paying for someting that I am not receiving. I have to do my part but Just Letting doesn't need to.

Can someone please contact me and advice me on what to do next.
