EAAB unconstitution restriction on occupation

As background I hold two law degrees LLB.Hons and LLM and I am an Advocate of the High Court of South Africa. Irrespective of this I have been struggling with the EAAB for three years in an ongoing attempt to get qualified as an estate agent. How can the EAAB expect the public to forego the time, effort and costs involved if this is what they can expect? I see this continual battle as an unfair and unreasonable restriction on my constitutional right to freedom of trade, occupation and profession. I have acted in good faith over the last three years in an attempt to attain qualification with hundreds of unanswered emails and phone calls all with my life and profession on hold. The rights in the Bill of Rights may be limited only in terms of law of general application to the extent that the limitation is reasonable and justifiable in an open and democratic society based on human dignity, equality and freedom, taking into account all relevant factors, including a. the nature of the right; b.the importance of the purpose of the limitation; c.the nature and extent of the limitation; d.the relation between the limitation and its purpose; and less restrictive means to achieve the purpose
