Gates closed early because of long que

I went to home affairs around 1pm and found the gates locked at 11am apparently because of the long que and the staff get tired and they are suppose to close at 16:30 the worst part is students were there to collect their id books after school but they were told to come back the following day before 11am so im wondering should they skip school because the home affairs officials are tired of long ques like seriously, is the minister even aware of this.
