Very slow service

We needed to make an appointment for my daughter to write her leaner's license test. Went to Centurion office on 22 March, but the queue was too long. Went again on 4 April and there was just a few people ahead of us in the queue. We stood in the queue from 11:50am until after 1pm and in that time they didn't help a single person in the queue. Apparently only one eye testing machine was working. We return at 7:15am the next day with an eye certificate, but it still took us until 10am to make the appointment. What I don't understand is why they don't help people with eye certificates at one of the stations where the eye machine is not working.
