Our house sale went through in February 2012. Prior to this we paid the Johannesburg city council in advance for our electricity, rates etc. The refund owing to us from the council is over R6000. It doesn't seem that they pay their refunds. SARS is efficient in this regard, why can the City of Johannesburg not be efficient in this too? it seems that many people are having the same problem with the council. Over a year now that we have been waiting for our refund, City of Johannesburg please be accountable to your obligations.
