High water bill

Since september 2012 ive been complaining about a high water bill of my property . spoken to sergio. told me to get a plumber out . which i did . no leaks on my property . told him that this is also not my Erf number . also asked for my water bill to be with my rates account . none was done . received a water bill 3 months later for the amount of more than 4 grand . got in contact with the city council again . this time Sergio has left that dept . got in touch with Carla Frederick from the Ombuds dept . 7 days ago and no word from her or any one of the department. Th erf number on my water paper does not even belong to me and they cant even fix that . i get billed for something that does not belong to me . for many years and i only saw this mistake in september 2012, which none of them can rectify . but they are full of promises which they cannot keep. i need this sorted out plaese. i am frustrated and not happy with the service of the City of cape Town
