14 telephone numbers and no answer at any one

I am trying to get hold of the Emfuleni Municipality's office in Three Rivers. The van der Bijl park office gave me a choice of 14 numbers to dial, but there is no response from any one. I would like to enquire about a service from the office. How do I get hold of this office???
